Job Title: Policy Associate

Department: Strategy and Policy Reports to: Strategy Director—Federal Policy FLSA Status: Exempt Location: Washington, D.C. (relocation required)

Lumina Foundation is an independent, private foundation committed to increasing the proportion of Americans with high-quality degrees, certificates and other credentials to 60 percent by 2025. Lumina’s outcomes-based approach is to help design and build an accessible, responsive and accountable higher education system while mobilizing the nation to achieve Goal 2025.

Purpose: The Policy Associate will support the Foundation’s work in the areas of federal policy and student financial support.

Responsibilities: Most work is assigned by the Strategy Directors for Federal Policy and Student Financial Support. Duties include providing information, research and analysis to help advance higher education policy at the federal level and new models of student financial support. The position requires a substantial level of interaction with foundation staff, outside consultants, grantees, contractors and federal policymakers.

Policy Support: Assists with research, due diligence, drafting documents, and the collection, tracking reporting and maintenance of data for effective collaboration. Grant and Contract Support: Assists with making grants and contracts and coordinating communication with grantees and contractors to advance the Foundation’s strategic plan.

Relationships and Field Knowledge:  Develops and maintains knowledge of current and emerging trends, issues, and perspectives in higher education, particularly as it relates to assigned topics.   Maintains a working knowledge of related subjects, such as the nonprofit sector, broader government policy issues, and the higher education work of other foundations.

Other Responsibilities: Responsible and accountable to the success and effectiveness of assigned projects and teams.   Contributes time, talent and knowledge to advance the field of federal policy and education philanthropy.  Reinforces Lumina’s learning culture by actively engaging in internal committees, working sessions and other opportunities to support professional development.

Education and Experience: Bachelor’s degree required, Master’s Degree preferred, in public policy, public affairs/administration, political science, higher education, or related content area preferred. At least 3 years experience in public policy or advocacy, preferably working as part of a team. Project management experience is highly desirable.

Qualifications: Knowledge of higher education systems and issues related to federal policy and student financial support. Project management skills with strong execution and timely follow-through.  Demonstrated initiative and ability to take prompt action to identify issues and opportunities.  Excellent written and verbal communication skills, with the ability to communicate concepts and activities accurately, effectively, and in ways that are suited to stakeholders. Excellent ability to manage internal and external constituents, projects and budgets. Excellent analytical, problem-solving, and research abilities. Excellent ability to execute assignments, organize details, and remain flexible to changing and multiple requests. Exercises sound judgment in handling sensitive or confidential information. Ability to work collegially and diplomatically across organization and audience groups, and a facility for resolving conflict. Ability to use technology effectively.

Work Environment and Physical Demands: Work is performed in an office environment, mostly sedentary. Visual and auditory acuity for extensive use of various forms of technology. Travel approximately 5-10%, including overnight stays.
