The Community Development Financial Institutions (CDFI) Fund is charged with promoting economic revitalization and community development primarily through investment in and assistance to Community Development Financial Institutions (CDFIs) and Community Development Entities (CDEs), through encouraging insured depository institutions to increase lending, financial services and technical assistance to CDFIs and within distressed communities throughout the United States. Among other things, the CDFI Fund provides grants, loans, deposits, equity investments, technical assistance, and tax credits to organizations engaged in community development finance. Treasury Headquarters, the Departmental Offices, has responsibility for formulating policy and the overall management of the Department of the Treasury. The Office of the Community Development Financial Institutions Fund focuses on economic revitalization and community development and is recruiting to fill a key CDFI Manager position.

This position is in a small office with top staff members who work on a wide array of interesting issues. As a CDFI Manager (Programs) you will:

  • Manage the application and award review process for assigned area of program responsibility;
  • Perform award reviews and providing funding concurrence and/or recommendations for award justifications based on considerations such as quality, consistency and adherence to policies, procedures and applicable OMB and other Federal regulations;
  • Establish and evaluate policies, guidelines, procedures and methodologies that guide the operations, implementation and management of assigned area of program responsibility;
  • Contribute to the development and implementation of the Fund’s strategic plan and performance indicators; and
  • Representing the Fund at high level meetings and conferences, and providing information and consultation regarding areas of assigned program responsibility.

In order for your application to be considered, you must meet the following requirements by the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

  • Experience serving as a key advisor to senior management with respect to award administration and monitoring;
  • Experience that demonstrates knowledge of Federal grants management policies; and
  • Experience overseeing the work of others in performing program implementation and evaluation work requiring expertise in: (1) the financial and management structure, operations and practices of community development finance entities; (2) the development and execution  of  policies, procedures and risk plans for effective implementation of federal awards and grants programs; and (3) federal grants management/compliance policies, laws, regulations and circulars.

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
