Position Summary and Essential Functions:

The VP, Policy serves as OFN’s primary liaison to federal policy makers, representing the organization’s positions on issues affecting Community Development Finance Institutions (CDFIs) as well as responsible for developing and implementing OFN’s policy advocacy strategies.  The VP, Policy represents OFN with national policy coalitions and other ally organizations and cooperates as part of the OFN Policy team to implement policy communications with OFN Members.  The VP, Policy participates in national policy outreach through involvement in the OFN Annual Conference, OFN Regional Member meetings and other CDFI policy leadership events. Coordinate with other departments within OFN including Strategic Communications, Consulting and Knowledge Sharing.


Lobbying – Plan and implement strategies to achieve successful outcomes on key issues, participate in direct lobbying efforts, grassroots efforts including the OFN Board of Directors and Members; comply with Federal Lobby Disclosure Act rules.

Planning – Continually monitor government policies and proposals, identify those issues that affect OFN and its CDFI Members as well as the financial sector affecting CDFIs, participate in developing issue positions for OFN and its Members.

Grassroots – Work with the Policy team to plan and implement all grassroots advocacy in Washington DC, including OFN Board of Director, Members and executives and staff of OFN.

Communications – Report on the progress of legislative efforts and work with OFN Strategic Communications to identify policy issues affecting OFN, our Members and the Opportunity Finance industry.


Bachelor’s degree or 10 years of direct professional experience; Graduate degree a plus

5+ years of direct professional government relations experience such as work in the Executive Branch, Congress, political campaign or national organization with an active policy agenda

Experience working with federal, state and/or local legislative and regulatory processes required

Professional or volunteer experience working with an elected or public official is highly beneficial

Knowledge of community development, affordable housing, consumer finance issues highly beneficial

Excellent overall communicator, including written, oral, and interpersonal

Ability to work in a team environment and constructively with diverse audiences

Ability to think strategically, creatively, and tactically to implement plans and analyze results

Ability to interpret and analyze policies, public issues, legislation, and/or the operations of governments, businesses, and organizations.

Ability to write drafts of legislative proposals, and prepare speeches, correspondence, and policy papers for governmental use.

Ability to set priorities and delegate tasks effectively

Light to moderate travel required (5-15% of time)
