Title:                      Gender/Democracy and Government (DG) Expert

Location:              Cote d’Ivoire

Start date and duration of assignment:  Fall 2012, duration may vary— can be long or short term based on conditions and availability.

(dTS) and other partners.  dTS is a strategic management consulting firm leading initiatives in social and economic development worldwide with a view to promoting equality and accountability.  In recent years, dTS has worked in over 65 countries and provided gender integration, training and capacity building, and monitoring and evaluation services to USAID and the World Bank.

dTS is seeking a Gender/DG Expert for an anticipated USAID funded Legislative Strengthening project in Cote d’Ivoire.  The program will focus on strengthening systems and processes of the government, including legislative systems. The Gender/DG Expert will conduct a gender and social inclusion assessment at the initial stages of the project and work with the team to develop a gender and social inclusion action plan that can be implemented by the project team. S/he may build the capacity and mentor a local gender expert throughout the project.  S/he will promote innovative strategies and develop practical tools to include women and marginalized groups into the program


  • Minimum of 6 years of experience in programs related to gender, social inclusion, strengthening legislative systems and promoting good governance practices at national and local level (required.)
  • Significant experience in conducting assessments and evaluations related to gender and/or women’s empowerment (required.)
  • Experience working in Francophone Africa preferred,
  • Experience working with USAID and other large international donors. (required)
  • Fluency in English and French. (required)
  • Strong communicator, both verbally and in writing. (required)
  • Detail oriented and organized. (required)
  • Good problem solving skills. (required)
  • Team oriented individual. (required)
  • High level of proficiency in MS Office applications and databases
  • Advanced degree in political science, social sciences, gender studies, or a related field. (required)
