Job Description:
The Vice President (Director), Business Development, Health & Human Services will focus on business development strategy, account planning, account management, and the pursuit of large opportunities for Serco North America in the health and human services market. The candidate must have a strong business development background in managed services and solutions and proven success in developing business in the federal marketplace. The individual must also have experience defining business development strategies, positioning companies in new markets, and developing business with the Centers for Medicare & Medicaid Services (CMS), National Institutes of Health (NIH), Administration for Children and Families (ACF), Food and Drug Administration (FDA), Health Resources and Services Administration (HRSA), and the Agency for Healthcare Research and Quality (AHRQ).

Required Skills and Experience:
The candidate must have experience delivering the full life cycle of business development activities, including market analysis, account planning, account management, opportunity identification and qualification, and the development and execution of win strategies. The individual must have a proven ability to develop customer relationships at the senior levels of Government, and understand H&HS component missions. Finally, the candidate must have the ability to lead and support the pursuit of major bid activities, must be a team player who knows how to create and manage the synergy between business developments, operations, and capture management functions.

Required:

Minimum of 8-10 years of experience in business development selling managed services and solutions to Government clients.

Experience with H&HS, especially with the Centers for Medicare & Medicaid Services (CMS), National Institutes of Health (NIH), Administration for Children and Families (ACF), Food and Drug Administration (FDA), Health Resources and Services Administration (HRSA), and the Agency for Healthcare Research and Quality (AHRQ).

Familiarity with GSA schedules and large GWACs.

Knowledge of federal IT systems, business process outsourcing, document conversion, records management, case management, grant management, call center operations, and related systems or services.

Proven experience in developing and successfully executing sales/acquisition strategies for medium and large contracts ($25M – $250M).

Successful legacy of meeting goals for consecutive years.

Thorough understanding of the business development/sales lifecycle as it applies to large opportunities.

Current high level agency contacts and the ability to leverage these contacts and relationships into qualified new business opportunities.

Experience developing strategic business plans, account plans, marketing plans and budgets, and developing and measuring performance objectives.

Must have excellent communications skills (verbal and written) and highly effective interpersonal skills to carry out daily interactions with technical leaders, business executives, customers, teammates/partners and subcontractors.

Must possess a Bachelor’s Degree.
