Position: Senior Contracts and Procurement Director

Location:  Washington DC

Start Date: immediate

The International Development Team at MWH seeks a Senior Contracts and Procurement Director to support its field-based USAID and MCC projects.  As a key member of the project management team, the Senior Contracts and Procurement Director is the focal point of contact with the customer for all contractual matters and is a liaison with customers and internal departments for all matters affecting contracts. Responsible for ensuring that procurement processes and related compliance reviews keep pace with federal government contracting requirements as evidenced in the expanding scope and reach of certain FAR provisions. Assumes the responsibility for managing supplier monitoring and oversight of programs in these areas.  Candidates must demonstrate ability to interface effectively with multiple departments and team members. Candidates must have a good working knowledge of the FAR, and AIDAR if possible, and its application to procurement of goods and services under US Government contracts, primarily USAID contracts. Responsible for managing and implementing MHW’s internal procurement systems for goods and services for the International Development Unit and certain commodities destined to ship to MWH project offices.

 Responsibilities:

  • Serves as a member of the Program Management Team and advises on contracting and procurement aspects of program implementation
  • Works closely with field office leadership to develop appropriate and compliant procurement mechanisms and practices in the field offices (may require travel to the field for set-up and spot audits)
  • Reviews statements of work and specifications within business offerings to identify contractual risks and obligations, and offers solutions to mitigate contractual/program risks.
  • Oversees supplier monitoring activities
  • Reviews prior to final approval all contract related documents including but not limited to subcontracts, purchase orders, and consulting agreements.
  • Reviews and submits contract modifications to prime and sub contracts
  • Prepares compliant corporate contract templates including but not limited to subcontracts, teaming agreements, purchase orders, and consulting agreements.
  • Reviews and interprets governmental regulations for compliance to current policies and procedures; compares changes and makes recommendations to senior management regarding changes to policies and procedures to ensure compliance.
  • Periodically audits and validates current processes for compliance. 
  • Works with various groups to discuss, review and resolve departmental issues related to procurement and compliance
  • Presents procurement operational metrics
  • Assists the Proposal Budget Specialist in compliance and accuracy of proposal budgets
  • Coordinates contracts and procurement support for related governmental audits.
  • Prepares and implements procurement training as needed.
  • Engages procurement staff during key sourcing actions as needed to ensure compliance.
  • Participates in contract start-up, implementation, and close-out procedures ensuring compliance with terms and conditions of the contractual agreement and USG policies and procedures.
  • Supports other project work required by the procurement organization.

Qualifications:

§  Minimum 10-15 years federal procurement experience in a large company environment; or equivalent combination of education and experience.

§  Minimum 8 years of USAID contracting experience;

§  Solid working knowledge of the Federal Acquisition Regulations (FAR) and USAID Acquisition Regulations (AIDAR);

§  Proficient spreadsheet skills and MS Excel/Word required;

§  US Work Authorization required;

§  Excellent knowledge of MS Word, Outlook, PowerPoint, Excel;

§  Excellent interpersonal communication and project management skills;

§  Ability to analyze and organize data with strong attention to detail;

§  Ability to work well with others;

§  Ability to listen and communicate well both verbally and in writing;

§  Bachelor’s Degree required, masters preferred.
